How To Register YOM Black CA Plates

About a year ago, we featured the first CA YOM article contributed by Mike Buettell. Now, we have v2 composed by Jerry Longden.  A huge thanks to both for taking the time to create such valuable information for the vintage Volkswagen community.

California State Assembly Bill # 462 became law July 1, 2009. It adds to the DMV’s YOM – Year Of Manufacture program, 1963-1969 series, black, steel plates to be utilized on passenger vehicles or the owner of a commercial vehicle or pickup truck 1972 or older, and increase the fee to $45. The entire text of the amended DMV section is below. Basically what the amended law does is allow YOM use of the 1963 series, California, steel, Yellow over Black license plates and the 1970 series, six and seven digit blue and yellow aluminum license plates for commercial vehicles and pickup trucks 1972 or older. This opens up two classic and important California series of license plates to include YOM for rare and important 1960s and early 1970 vehicles. This is absolutely fabulous because AB 462 now provides YOM plate use for all the 60’s muscle cars, GTO’s, Mustangs, MoPars, Corvettes, and in my case, the dog slow, but rare, 1967 VW Bug.

We saw this little ’67 bug at our neighbors house and for some reason I just could not stop thinking about it. After weeks of convincing my husband, we stopped to visit and worked a deal to purchase. Our neighbor had inherited it from his brother so he could tell us the history.

In 1980, Mr. Obray decided to purchase the ’67 for his daughter. He bought it from Warner Roth in Bremen, Germany. In 1982, it came to California on a ship via the Panama Canal. He did overseas purchasing so he was able to arrange transportation.

SOLD — L639 Zenith Blue ’67 Beetle

This gem has made my morning. It’s so rare to see a L639 Zenith Blue ’67 Beetle properly restored; it’s one of the best has seen in awhile.

  • Off the pan complete restoration
  • All original factory one year only parts front fenders, rear deck lid, rear bumper, rear apron, inside door lock pulls, dash knobs and more
  • Completely disassembled, soda blasted to bare metal and all bolts as well as hardware was glass bead blasted and inspected
  • All hardware clear cad plated
  • Body repainted original L639 Zenith Blue factory color
  • Chrome parts were stripped and replated
  • Floor plan coated with POR15, inside of fenders and quarter panel
  • 1500cc engine has been restored to a 1600cc due to parts not being available
  • Suspension and brakes restored to factory specifications
  • New TMI seat foam and covers, headliner, door panels and carpet kit
